MSME Grievance Platform Success Reinforces Need For E-Governance In Crisis
The government’s e-governance push for MSMEs as a grievance portal – creation and harmonious application of modern processes (champions) to increase output and national strength – which was launched on 1 June, is bearing results.
Describing the success of Champions, MSME Minister Nitin Gadkari claimed to have resolved 16,000 complaints out of the 20,461 complaints lodged in the portal.
The Champions Platform, which was formally launched by Prime Minister Narendra Modi, aims to resolve issues of finance, raw materials, labor, regulatory permissions among others.
Complaints filed on the Government’s Centralized Public Grievance Redressal and Monitoring System (CPGRAMS) or any other portal of the Ministry of MSME are automatically pulled into the Champions Portal.
Gadkari said that the purpose of the portal is to help small units resolve their grievances, encourage them, support and help them.
Complaints lodged on the Champions Portal are forwarded to the concerned branch, bureau and office heads under the Ministry of MSME within three days problem-wise.
This ICT-based system is set up to help MSMEs to cope with the recession affected by the epidemic. It is a technology-packed control room-cum-management information system.
In addition to ICT tools including telephone, Internet and video conferencing, the system is enabled by artificial intelligence, data analytics and machine learning.
It is fully integrated on a real-time basis with the government’s main complaint portal CPGRAMS and other web-based mechanisms of the MSME ministry itself. So far, 66 state-level control rooms have been built and functional.
After the development, Finance Minister Nirmala Sitharaman announced the economic stimulus package. This includes the establishment of a subordinated debt of INR 20,000 Cr ($ 2.64 Bn) for fund MSMEs and an equity infusion of INR 50,000 Cr ($ 6.62 Bn) through Fund of Funds.
According to the MSME Ministry’s Annual Report for 2019, India currently has 63 Mn MSMEs, 99.4% of which are micro-enterprises.
An estimated 32.4 Mn lakh MSMEs (51.25%) are in rural areas and 31Mn lakh MSMEs (48.75%) are in urban areas. However, by the end of May 2019, only 68.25 lakh MSMEs had registered as MSMEs on the UAM (Udyog Aadhar Memorandum) self-declaration platform.
